Kaka'ako Waterfront Park: Located in downtown Honolulu, this park is known for its tall grassy hills that the kids love to slide down on large pieces of cardboard brought from home. It's also a great place for a family picnic.
Ko Olina Lagoons: This manmade lagoon at the Ihilani Resort & Spa is the perfect place for kids, and is known for its safe swimming year-round. Rock barriers ensure a calm water environment for even the youngest family members.
USS Arizona Memorial: During the bombing of Pearl Harbor, nearly 1,200 soldiers were entombed in the USS Arizona. Today it's a memorial of this historic period and free tours are given each day on a first-come, first-served basis starting at 7:30 am.
Kodak Hula Show: Set in Kapiolani Park in Waikiki, this free hula show has been entertaining families since 1937.
Sunset on the Beach: At various beaches around the island, you can enjoy local entertainment and a free movie on a huge outdoor screen on designated weekends. You can purchase a picnic dinner from one of the many vendors or bring along your own food, then enjoy a movie and a meal under the stars.

My favorite free activity in Oahu is the Polynesian review each Friday night at the Hilton on Waikiki beach. It ends in a free fireworks display. Everyone shows up and hangs out the at beach with their blankets waiting for the fireworks to begin.
There are also often free shows at the International Marketplace throughout the week or at the Waikiki Shopping Plaza, which offers free ukelele and hula lessons weekly. For a schedule go to www.ambassadorwaikiki.com/.../Free.aspx
